The Cowley County Court Calendar
The Cowley County docket index publishes date-specific PDF calendars for the Kansas District Court, 19th Judicial District. Division 1 and Division 3 sit at the Cowley County Courthouse in Winfield. Division 2 sits at the Arkansas City location. A separate magistrate entry may link a dated calendar or display a date-specific status such as “No Court.” That status describes one calendar date. It is not a case disposition and does not mean the courthouse is closed.
Calendars are arranged by judge, division, and day, not as one permanent county schedule. The county normally posts a judge docket around 9 a.m. on the morning before its date. Links and PDFs change. Sealed and confidential litigant names do not appear, and the county warns that cases can be added or deleted up to court time.
Cowley's Morning-Before Posting Window
A calendar retrieved several days early may not yet exist, and a copy saved the previous morning can still be revised. Record the date printed in the PDF and the date the index was checked. Reload the index on the day of the appearance, then compare the case number, division, setting, and connection field with the written notice.
The official calendar source is pictured below. Its warning and changing judge links explain why a downloaded calendar is a time-stamped working reference.
The image helps locate the official route, but a live visit is still necessary because linked dates and statuses can be replaced.
How to Find Your Court Date
Use the full case number whenever possible. Modern Cowley numbers can begin CL, CLW, or CLA. The last two are useful Winfield and Arkansas City clues, though workload or conflict transfers can change the assignment. The calendar PDF, Kansas District Court Public Access Portal, clerk, courthouse posting, and the party's attorney are complementary confirmation channels.
- Open the county docket index and choose the division and date identified by the notice or case number.
- Open the judge PDF and match the complete case number, not merely a similar party name.
- Compare the event date and hearing information with the statewide portal's public case information.
- Confirm the time, Winfield or Arkansas City location, and Zoom or in-person instruction with counsel or the clerk.
Call Winfield at 620-221-5470 or Arkansas City at 620-441-4520 when the PDF is missing, the location is unclear, or the notice conflicts with the online line. A courthouse terminal can reveal permitted information unavailable online. Courtroom postings help on arrival but should not replace advance confirmation. Municipal dates are separate, so a city-ordinance ticket belongs with its named municipal court.
Cowley's Friday Limited-Actions Calendar
Limited actions follow another posting rhythm. Monday answer hearings are conducted by Zoom, and the county says the docket is posted by 3 p.m. on the preceding Friday. Hearings in aid of execution and contempt matters are listed at 1:30 p.m. The court directs filers to contact it for the current answer-hearing time and to schedule a new case far enough out to permit service.
A calendar is not proof of service. A Monday listing shows a scheduled event. It does not establish that summons was served, a judgment was entered, or a balance remains due.
The 2024 state table reported 2,373 limited-action filings out of 2,958 Cowley civil filings. Those aggregate counts help explain the dedicated workflow, but they are not live calendar totals and say nothing about an individual case.
Reading a Court Setting
Cowley PDFs use a CalendarOJA layout. Read the court and location header before the caption because Winfield district, Arkansas City district, and a municipal court are different forums. Then match the case number and event. A setting label identifies the purpose scheduled for that moment. It is not a ruling, disposition, or complete filing history.
| Date | The event date printed in the current PDF, checked against the date range and retrieval date. |
|---|---|
| Time | The individual event time or a shared docket-call time; do not infer arrival instructions that are not printed. |
| Courtroom | Winfield, Arkansas City, Zoom, or another connection. “In Person” overrides the general remote-hearing policy. |
| Judge | The assigned division or presiding officer for that calendar, subject to reassignment. |
| Setting Type | Arraignment, first appearance, review, motion, PFA/PFS, temporary custody, hearing in aid, trial, or another event. |
When “In Person” Overrides Zoom
The county says most hearings continue by Zoom unless a docket specifically marks an event “In Person.” Follow the connection field on the current date-specific PDF. An old meeting link, a general Zoom page, or a prior setting cannot establish how a later hearing will occur. If the link is missing or unclear, contact the clerk or attorney rather than joining an archived room.
Nonconfidential proceedings may be available through a judge's YouTube Live or Zoom information page. Public viewing does not make a viewer a participant, permit recording, or create an official transcript. Confidentiality rules and the judge's instructions still control.
Resets, Continuances, and Cancellations
A continuance moves an event. The updated PDF may replace the earlier line, show a note, or move the matter to another date. A deletion does not prove dismissal, and a “No Court” marker is not an outcome in a case. The order or journal entry, not the calendar alone, explains an official disposition.
The county offers no verified email, text, or RSS alert for judge-calendar changes. Reload the index, check the public portal, and call the clerk or attorney when timing matters. If a hearing notice and live PDF disagree, preserve both details and ask which instruction controls before traveling or joining remotely.
Sealed Placeholders on Cowley Calendars
- Sealed or confidential marker
- A calendar may preserve an event slot while omitting names. Do not reconstruct identity from another source.
- Missing document
- The portal can show case information without every record. A permitted document may be terminal-only or available by focused clerk request.
- Missing calendar line
- The event may have moved, been added late, appeared under another division, or be nonpublic. Absence does not establish dismissal.
Kansas Supreme Court Rules 22 and 24 separate public electronic access from protected information. Ask whether a public or redacted event record exists, identifying the case and document precisely, without requesting a protected identity.
Two Cowley Buildings, One District
Cowley's court calendar reflects one judicial district operating from two district-court sites. Division 1, led by Chief Judge Nicholas St. Peter, and Division 3, led by Judge LaDonna Lanning, are based at 311 E. 9th Avenue in Winfield. Division 2, led by Judge Christopher E. Smith, is based on the upper floor at 118 W. Central Avenue in Arkansas City. Magistrate Judge David Maslen can have a separate dated listing. These assignments help explain the calendar index, but the current PDF remains the source for a particular appearance.
Winfield is also the chief-clerk and jury-trial center. Original domestic filings and ordinary limited actions are centered there, subject to the narrow local-rule exception for certain limited-action plaintiffs south of Strother Field. Arkansas City is a full district location, not merely a city payment counter. It shares a building with Arkansas City Municipal Court, which makes the court name especially important. A Division 2 district setting and an Arkansas City ordinance setting can occur at the same street address while belonging to separate record systems and calendars.
When a calendar identifies CLW, start with the Winfield division and clerk. When it identifies CLA, start with Arkansas City. If the printed notice, PDF, and location code disagree, do not choose based only on the prefix. The local rules permit reassignment, and the clerk can confirm the division actually holding the event.
Accessibility and interpretation arrangements may not appear on a public calendar line. Cowley's ADA notice asks, when possible, for an accommodation request at least five business days before the service or activity and identifies Chief Clerk Cheryl L. Wilson as coordinator. Kansas interpreter rules are referenced by the local court rules. A person who needs either service should contact the clerk promptly, retain the request date, and still verify the current appearance method. A Zoom label does not itself confirm that every accommodation or interpreter arrangement has been completed.
What to Do If You Miss a Setting
Contact the attorney and clerk immediately after a missed appearance. Give the case number, division, date, and connection method, and ask what order or new setting applies. Do not assume that paying online, leaving a voicemail, or finding no current PDF line clears the event.
Missed a Setting? A missed criminal or traffic appearance can lead to a failure-to-appear entry, warrant, or bond consequence, depending on the case and order.
Call the clerk at the location shown and contact counsel promptly to learn the status and proper next step.
Consult a licensed Kansas attorney about a missed Cowley County setting before appearing or acting on the case.
