Searching Cases by Name
After accepting the terms at the Kansas public portal, select District rather than Appellate and choose Party Name, Business Name, or Party As Business Name as appropriate. The official Smart Search guide says registration is required to perform a search. The live interface also shows account controls and a human-verification step, so access behavior should be read from the current screen.
- Open the portal, read the general-reference warning, and accept the terms.
- Select District, choose the correct name search type, and enter the narrowest accurate term.
- Apply Cowley County, CLA, or CLW plus case type and file-date filters when they are available.
- Complete the human check, submit, and compare case number, type, location, and parties before opening a match.
| Field Label | Type | Required | Notes |
|---|---|---|---|
| Court | Dropdown | Yes | Select District for a Cowley trial-court case; Appellate is a separate level. |
| Search Type | Dropdown | Yes | Case Number, Party Name, Business Name, Party As Business Name, or Citation Number. |
| Search Term | Text | Yes | Use the complete known number or the most specific supported name phrase. |
| County/location | Dropdown | No | Cowley County, Cowley-Arkansas City County, and Cowley-Winfield County are observed choices. |
| Case Type | Dropdown | No | Visible categories include Criminal, Civil, Family, and Probate or Mental Health. |
| DOB and file dates | Date fields | No | Use only as needed to distinguish results or narrow the filing period. |
Accept, Register, and Verify
The landing page warns that displayed information is for general reference and is not an official record. Declining the agreement stops the search flow. The dated Smart Search guide describes registration, a record number or name requirement, reCAPTCHA, and advanced filtering. The currently observed form presents a simpler initial set of fields plus a human check.
The live form and guide do not display identical filter lists at the same stage. Treat case status, judicial officer, nickname, sounds-like, booking, and similar options as documented capabilities that may depend on registration or search context, not as controls guaranteed on every initial screen.
The alternate official portal address leads to the current public interface shown below.

The screen is a search gateway. It is not the Kansas eFlex filing system and does not turn a result into a certified court record.
Searching by Case Number
A modern Cowley example can look like CLW-2020-CR-000001: CLW points toward Cowley-Winfield, 2020 is the filing year, CR is the case-type code, and the final digits are the sequence. CLA generally points toward Arkansas City, while CL is the general county code. These are routing clues, not guarantees, because a case can move for workload or conflict.
Cowley cases initiated after November 2, 2020 use the Enterprise Justice Odyssey prefix pattern. An older case may instead resemble 2020-CV-000001 without the county prefix. Enter the complete number if it is on a notice. If the expected split-site filter fails, try Cowley County and the other location before concluding that the case is absent.
Cowley's CLW and CLA Filters
The location selector distinguishes Cowley County, Cowley-Arkansas City County, and Cowley-Winfield County. CLW commonly routes to the Winfield courthouse, where the chief clerk, domestic matters, ordinary limited actions, and jury trials are centered. CLA commonly routes to the Arkansas City district location. Both belong to the same 19th Judicial District.
The portal's Cowley options are available through the official public interface. Choose a split site when the number supports it, then broaden to Cowley County if that filter fails.
A municipal ordinance matter in Arkansas City, Winfield, Udall, or Burden may use a separate city system and never appear under these district filters. Identify the court printed on the citation or notice first.
What a Case Search Returns
A result supplies public case information rather than a guaranteed complete file. Use the result to identify a case and its procedural events. Request a journal entry, order, transcript, or certified copy from the clerk when the document itself matters.
| Case Number | The county/location, year, type, and sequence, such as CLA-2024-CV-000001. |
|---|---|
| Style / Parties | The public caption or permitted party information; protected names may be omitted. |
| Case Type | Criminal, civil, family, probate or mental health, or another supported category. |
| Filed Date | The initiation date used to distinguish similarly named matters and apply a date range. |
| Status | Procedural posture such as pending or closed; status alone does not explain the disposition. |
| Hearings | Public event dates and assigned judge information, subject to calendar changes. |
Case Information Is Not the File
- Case information
- Index data such as number, type, parties, attorneys, judge, status, and hearing dates.
- Case record
- Filed pleadings, orders, journal entries, judgments, and related documents. Not every public document is displayed online.
- Public terminal
- A courthouse computer providing a second electronic-access level under Kansas Supreme Court Rule 22.
The November 2020 Cowley conversion date is a useful document boundary, not a promise. A post-conversion document is more likely to be online, while older or converted material may be terminal-only. Call 620-221-5470 in Winfield or 620-441-4520 in Arkansas City for a conflict or focused copy question.
Statewide vs County Case Search
Cowley does not operate a separate full local case-search database. The statewide district portal searches public Cowley case information; the county's separate online contribution is its changing judge-calendar PDF index. The clerk and terminals supply local access when the web view is incomplete.
| Statewide Portal | Cowley County Channels |
|---|---|
| Searches participating Kansas district locations and public case information. | Judge PDFs show near-term settings; two clerk sites and terminals support deeper local access. |
| Best for a case number, public party name, citation, or multi-location check. | Best for confirming a current setting, location, missing public document, or copy request. |
| Not an official certified record and not a complete historical document archive. | The clerk can provide eligible plain or certified copies and explain the custodian route. |
eFlex and Appellate Searches Differ
Kansas Judicial Branch eFlex is a login-only system for filing, not public searching. Its official login screen is shown below.

The Kansas appellate public portal is also distinct. It covers Court of Appeals and Supreme Court cases, and its current guidance excludes documents filed before March 13, 2025 from public portal and terminal display.

A district appeal can eventually appear there, but a trial-level CLW or CLA search begins with District in the Kansas case portal.
When a Cowley Search Finds Nothing
Begin by checking the forum. The Kansas district portal does not serve as the public case index for every municipal ordinance case. A citation naming Arkansas City Municipal Court, Winfield Municipal Court, Udall Municipal Court, or Burden Municipal Court should be taken to that city's official court or clerk route. A federal case belongs in PACER, while a Kansas Court of Appeals matter belongs in the appellate portal. Searching the wrong level is more common than a genuinely missing public district case.
For a Cowley district matter, remove unnecessary filters and check the number. Try the complete modern prefix, year, type, and sequence. For a pre-November 2020 matter, test the older format without a county prefix when the source notice supports it. Switch from CLW or CLA to Cowley County, then test the other split location because local workload and conflict transfers can defeat the expected geographic clue. For a common party name, restore a narrow file-date range or case-type filter rather than opening unrelated records.
If the index still fails, use the free public terminal at the Winfield or Arkansas City district location. Public case information and documents can be available there even when the portal omits them. Call the clerk if a known hearing notice conflicts with the search or calendar. For a document request, provide the exact case number, document or event title, filing date, desired delivery method, and whether a plain or certified copy is needed. Cowley local Rule 7 lists $0.50 per page, $2 for certification or authentication, and $12 per hour when concentrated research attention is required; prepayment may be requested.
Access and Restricted Cases
Public searches commonly show permitted case numbers, types, locations, judges, event labels, and hearing dates. Kansas Supreme Court Rules 22 and 24 still restrict electronic display and protect listed personal information. Adoption, many juvenile and child-in-need-of-care records, expunged matters, grand-jury material, protected-order identities, and sealed records may be absent, generic, or document-restricted.
No online result does not prove that no case exists or that a case was dismissed. Use a courthouse terminal for public material omitted from the web, or make a specific written Kansas Open Records Act request for an eligible record. For protected material, ask whether a public or redacted version exists. Do not attempt to bypass access controls or reconstruct a protected person's identity.
