The statewide public access portal or the county's near-term judge calendars come first in Cowley County, Kansas; the Clerk of the District Court in Winfield comes next when an official copy or an offline record is needed. Events, filings, parties, and hearing settings appear in the running index of a local case. Portal or calendar, then clerk. Municipal matters stay with the city court, and a Cowley County court docket search that uses the sources in that order gets both the date and the record.

CLW and CLA Cowley County Docket Codes

Modern Cowley County case numbers tell you where the case lives. A CLW prefix usually means the Winfield district location, while CLA usually means Arkansas City. You may also see a plain CL county code. One more wrinkle: the statewide Smart Search guide gives November 2, 2020 as Cowley's Odyssey transition date. Older files may use a different format. They carry a year, type, and sequence format instead of the newer prefix.

CLW
Cowley-Winfield location code, often tied to the courthouse counter and Winfield divisions.
CLA
Cowley-Arkansas City location code, often tied to Division 2 and the district counter in the city building.
Transfer
A judge may move a case for conflict or workload, so a prefix is a clue rather than a guarantee of hearing location.

What a Court Docket Shows

Think of a Cowley County court docket as the spine of a case. It ties the case number to the court. The same record links case type, parties, attorneys, judge, filed events, hearing settings, and status. What it does not do is reproduce the paperwork behind each event. A setting listed there is only a schedule. It is not a result. A status label may not tell you how the case actually ended. Read the entry description and its date together. When the precise ruling matters, pull the journal entry or the order itself.

Case NumberModern numbers may use CLW, CLA, or CL; older formats may omit the prefix.
PartiesPublic names and roles may appear, but sealed and confidential identities are omitted.
Docket Entries / FilingsEvent labels index pleadings, service, motions, orders, and other activity; document images may not be online.
Hearing SettingsDate, time, event type, division, judge, and connection method may be listed.
Court & JudgeThe location and division distinguish Winfield, Arkansas City, and municipal proceedings.
DispositionA judgment, dismissal, plea, or other outcome may appear, but the signed order is the stronger source.

Three Levels of Cowley County Docket Access

Three doors, three different views. The online portal, the courthouse terminal, and the clerk's file are not copies of one another. Under Kansas Supreme Court Rule 22, some records are open to the public only at a courthouse terminal. They do not reach the internet. So a portal result with case information and no document link does not mean the paper is sealed or unavailable. It may simply be terminal-only. Or it may fall outside the online conversion period, or sit waiting for a request.

Which Courts Keep Dockets

Cowley County's general trial court is the Kansas District Court, 19th Judicial District. State criminal, civil, domestic, probate, juvenile, small-claims, protection, and state traffic dockets all sit with one unified clerk. That clerk serves the two district locations. City ordinance and municipal traffic cases live elsewhere, in the municipal courts' own files. Federal matters run elsewhere. They go through PACER and the District of Kansas, not the Cowley County court docket system.

Cowley County's Two District Court Locations

Winfield and Arkansas City are two counters of a single judicial district. They are not rival county trial courts. Division 1 and Division 3 sit in Winfield; Division 2 sits in Arkansas City. The current local rules also list Magistrate Judge David Maslen. Winfield serves as the anchor for the chief clerk and jury trials. Domestic matters and ordinary limited actions are filed there. For context, the Kansas Judicial Branch court-structure page shows the statewide system. Cowley's district court sits within it.

Kansas Judicial Branch court structure information relevant to Cowley County
Kansas district courts are the state's trial courts of general jurisdiction.

Cowley's one-county district fits inside that statewide hierarchy while still running two local service counters.

The Arkansas City district counter is a full district-court location. You will find it on the second floor of the municipal building. Do not confuse it with Arkansas City Municipal Court, which shares the same civic setting. Both district sites take a broad range of matters. Assignment and transfer between them still apply. Current Rule 3 also carves out a narrow Arkansas City limited-action filing exception: a qualifying plaintiff south of Strother Field who files no more than 24 such actions a year may use it.

Finding Court Dates and Settings

For court dates, the county posts date-sensitive PDFs for its judges. These usually appear by around 9 a.m. the morning before a docket. Each CalendarOJA sheet can show the court location and case number. It also lists the event type, judge, date, time, and whether the appearance is on Zoom or in person. Treat these as working calendars. Cowley County itself warns that cases can be added or dropped up to court time. Confidential names may not appear at all.

Use the case number to line the PDF up against any notice and the portal entry. On the day of a time-sensitive appearance, reload the county index. If the sources disagree, call the district location listed. The Cowley County court calendar walks through divisions, the connection field, resets, and what to do about a missed setting.

Cowley County's Monday Limited-Actions Docket

Limited actions are Cowley's biggest civil stream by far. The 2024 Kansas civil filing table counts 2,373 limited-action filings. That is out of 2,958 total civil filings in the county. That sheer volume explains the separate workflow. The county posts the Monday limited-actions docket by 3 p.m. Friday. It runs these hearings by Zoom and asks filers to contact the court before scheduling a new case.

2,958total civil filings
Fridayposting deadline for Monday docket

When scheduling a new limited case, allow at least five weeks after summons and orders. That gives service time to happen. Hearings in aid and contempt matters sit at 1:30 p.m. on the list. One caution: a posted setting proves nothing about service, judgment, or payment. The case events and the court file still carry the real story.

Public Access to Dockets

Access to Kansas court records works in tiers. Supreme Court rules, statutes, and individual sealing orders set the layers. You can search public case information online. You can view broader material on a free courthouse terminal and ask the clerk for specific copies. Juvenile, child-in-need-of-care, adoption, expunged, protected, and sealed records face tighter limits. One caution: a blank docket search does not prove that no case exists.

Key Rules:

Kansas Supreme Court Rule 22 sets internet and courthouse-terminal access levels for district court records.

Kansas Supreme Court Rule 24 identifies personal data that filers must redact and permits protective requests.

K.S.A. 45-218 governs sufficiently specific Kansas Open Records Act requests and the initial response timetable.

K.S.A. 60-2617 provides standards for sealing and redacting civil records.

What a Cowley County Judge Calendar Proves

What does a posted judge calendar actually prove? Only that the working schedule listed the setting when the PDF was retrieved. It cannot certify that a hearing occurred. It cannot certify that a motion was granted, or that the case reached disposition. Settings change: cases get added, deleted, continued, or reassigned before court. So read each event label as a procedural step in the Cowley County docket. Never read it as an outcome.

Confidential names: Cowley County omits sealed or confidential litigant names from posted dockets. A sealed placeholder should not be used to reconstruct an identity from other sources.

Need proof of what the judge decided? Request the journal entry, a signed order, or another public court record. For proof of a future date, rely on the notice, the current PDF, and clerk confirmation together.

The Clerk and Docket Records

The Clerk of the District Court keeps Cowley County district case records at both locations. Chief Clerk Cheryl Wilson's office sits in Winfield, and deputy clerks staff the two counters. Requesting a copy? Bring the case number. Also bring the document or event name, an approximate filing date, and your preferred copy type. Staff can locate and reproduce any public record. What they cannot do is interpret the law. Nor can they advise you on how to proceed in a case.

Cowley County Docket Copy Fees

Local Rule 7 names the district clerk as the public information officer. It also sets out a records fee schedule. Plain copies run 50 cents per page. Certification adds $2 per document. Does research take more than 30 minutes? Expect a possible charge of $12 per hour, plus postage or other actual costs. For a large case file, ask the clerk for an estimate first.

Ordinary copy$0.50 per page
Certification$2 per document, in addition to copy charges
Extended research$12 per hour after the first 30 minutes
DeliveryPostage and actual costs may apply

Keep these charges straight. They cover copying records, not filing fees or anything due in a case. State law and local rules can require prepayment when estimated costs run high.

eFlex Is Not the Cowley County Search Portal

Kansas Judicial Branch eFlex is the login system for filing new cases and later documents. Public Smart Search is a separate tool. A Cowley County filer may be required to file electronically under Kansas Supreme Court rules. The filing login is still never a docket search screen. Filing and public display happen at different stages. A submitted paper may sit through clerk processing before any event appears. Even after case information is indexed, some public papers stay off the web as images. Use eFlex only for authorized filing. Turn to the Kansas public portal for docket lookup.

After-Hours Filing in Cowley County

Locked drop boxes sit at the east side of the Winfield court. Another sits at the west entrance of the Arkansas City building on First Street. The county says clerks empty them twice each day. Put your printed name and a good telephone number on the envelope. A drop box is a delivery channel. It is not a way to search or confirm a filing. If a deadline looms, keep a copy and follow the applicable filing rule. Dropping paper in a box proves no acceptance, no hearing date, and no timely service. Electronic filing requirements may still apply. When the deadline or the right channel is unclear, contact the clerk.

Cowley County Court Docket by the Numbers

Kansas Judicial Branch reports give a sense of the volume behind the public calendars. For the period ending June 30, 2024, Cowley County logged 2,958 civil filings. It logged 844 criminal filings in the same period. The traffic table for the period ending June 30, 2025 lists 1,257 filings. Treat these as aggregate reporting-period counts. They are not a live tally and never a list of people.

2,9582024 civil filings
8442024 criminal filings
1,2572025 traffic filings

These numbers also show why one calendar can never hold all local work. Municipal tickets run through city systems, protected cases have restricted display, and district divisions post only short-term schedules. Aggregate counts predict nothing about an individual case.

Court Dockets by City in Cowley County

By 2025 certified population, the county's five largest incorporated cities are Arkansas City, Winfield, Udall, Burden, and Parkerfield. Arkansas City and Winfield both offer citation search tools. Udall and Burden publish municipal schedules. Parkerfield's official sources name no current municipal-court forum, so start with its city clerk.
